中马合作再启新篇章:中海协数工委主任黄兆锦拜会马尔代夫驻华使馆,共绘多领域务实合作新蓝图

为进一步深化中国与马尔代夫经贸合作关系,切实推动双边重点项目落地见效,中国产业海外发展协会数字经济工作委员会(以下简称“中海协数工委”)主任黄兆锦今日应邀率队拜会马尔代夫驻华使馆。双方围绕共同筹备“中马投资论坛”及五大重点合作领域展开了深入而务实的座谈。此次会晤标志着中马全面战略合作伙伴关系在产业投资与经贸互联互通层面,正式迈入实质性推进的关键阶段。

会谈中,黄兆锦主任首先转达了中方对马尔代夫经济社会发展的高度重视,并详细介绍了中方在多个前沿产业领域的资源整合优势与企业组织情况。双方一致商定,将今年8月19日至23日举办的投资论坛视为关键契机,致力于促成一批高质量、可视化的合作成果,推动合作从一般性对话向实质性项目落地转变。

聚焦论坛筹备及未来合作愿景,双方重点探讨并确立了以下五大核心领域的推进路径:

一、 共建低空经济新增长极

双方将低空经济产业定位为与马尔代夫传统旅游业比肩的战略性新兴发展方向。黄兆锦主任透露,中方已成功对接翼航科技、小红飞行器等国内低空飞行器制造领军企业,并计划邀其赴马考察。此举旨在充分利用马尔代夫岛屿众多的地理特性,探索构建低空旅游、岛际物流及应急运输网络,为当地经济注入全新的“空中动能”。

二、 深化医疗医药产业投资合作

紧扣马尔代夫医疗资源优化升级的迫切需求,中方已精选两家具备国际竞争力的医疗企业参与论坛。双方将重点推动在远程医疗、专科医院建设、药品供应链完善及医疗人才培养等领域的深度合作,助力马尔代夫全面提升全民健康保障水平。

三、 加速产业园及海外商业物流体系建设

为构建双边贸易长效载体,中方正积极组织关联企业赴马尔代夫开展产业园及海外仓项目的实地考察。双方计划依托“前店后仓”模式,共同打造面向南亚区域的贸易物流枢纽,提升区域供应链效率,为马尔代夫特色产品出口及中国商品进入南亚市场提供强有力的双向支撑。

四、 启动新能源电动摩托车替换计划

响应全球绿色低碳发展倡议,中方已对接新日、雅迪等头部电动摩托车企业,提出了系统性的燃油摩托车电动化替代方案。该项目不仅有助于改善马尔代夫岛屿空气质量与声环境,还将通过创造新能源运维与服务岗位,推动当地可持续旅游城市建设。

五、 推进金融与税控系统数字化升级

中方专业技术团队已在马尔代夫境内完成金融基础设施及税控系统的前期调研,并取得阶段性成果。相关成果将在投资论坛期间进行专题汇报,为后续协助马方建立高效、透明的财税数字化管理体系提供坚实的技术支撑。此外,双方还就海参品等海洋资源合作项目交换了意见,进一步拓展蓝色经济合作空间。

黄兆锦主任强调,中海协数工委将充分发挥平台资源整合与产业对接优势,全力组织一支由30至40家代表性企业组成的高规格代表团参会,并推动具体项目签约落地。马尔代夫驻华使馆方面对此表示积极支持,承诺将尽快协调确认论坛场地(优先考虑中国投资建设的度假酒店),并正式发出邀请函,为中方代表团赴马提供全方位便利。

此次拜会不仅是对既定合作机制的有力执行,更是中马两国在“一带一路”倡议下,实现从传统旅游合作向高端制造、数字经济、绿色产业及公共服务多元化合作转型升级的重要里程碑。双方一致表示,将以即将举办的投资论坛为新起点,推动双边务实合作迈向历史新高度。

China-Maldives Cooperation Opens a New Chapter: Huang Zhaojin, Director of CODA's Digital Economy Working Committee, Pays Courtesy Call to Maldives Embassy, Charting a New Blueprint for Multi-Sector Practical Cooperation

To further deepen China-Maldives economic and trade relations and accelerate the implementation of key bilateral projects, Mr. Huang Zhaojin, Director of the Digital Economy Working Committee of the China Overseas Development Association (CODA), led a delegation on a courtesy call to the Embassy of the Maldives in Beijing today. The two sides held in-depth and productive talks centered on the joint preparation of the "China-Maldives Investment Forum" and five priority areas of cooperation. The meeting marks a substantive step forward in the China-Maldives comprehensive strategic partnership, particularly in the realms of industrial investment and economic connectivity.

During the talks, Director Huang conveyed China's strong commitment to the Maldives' economic and social development and provided a detailed overview of China's resource integration capabilities and enterprise readiness across multiple frontier industries. Both parties agreed to treat the investment forum, scheduled for August 19–23, as a pivotal opportunity to deliver a cluster of high-quality, tangible outcomes—shifting cooperation from dialogue to concrete project implementation.

Director Huang Zhaojin and H.E. Fazeel Najeeb hold working talks on five core areas of collaboration. Centered on forum preparations and future cooperation, the two sides identified and delineated actionable pathways across five core areas:

I. Building a New Growth Pole in the Low-Altitude Economy

Both sides positioned the low-altitude economy as a strategic emerging sector on par with the Maldives' traditional tourism industry. Director Huang revealed that China has already engaged leading domestic low-altitude aircraft manufacturers, including Yihang Technology and Xiaohongfei, and plans to invite them for site visits to the Maldives. The initiative aims to capitalize on the Maldives' island-dense geography to explore low-altitude sightseeing, inter-island logistics, and emergency transport networks—injecting a new "aerial dynamic" into the local economy.

II. Deepening Investment in Healthcare and Pharmaceuticals

In response to the Maldives' urgent need to upgrade its healthcare infrastructure, China has shortlisted two internationally competitive medical enterprises to participate in the forum. The two sides will prioritize collaboration in telemedicine, specialized hospital construction, pharmaceutical supply chain optimization, and medical talent development—supporting the Maldives in raising its universal health coverage standards.

III. Accelerating Industrial Parks and Overseas Commercial Logistics Hubs

To establish a long-term vehicle for bilateral trade, China is actively organizing affiliated enterprises for field visits to assess industrial park and overseas warehouse projects in the Maldives. The two sides plan to leverage a "front-store, back-warehouse" model to jointly develop a trade and logistics hub serving the South Asian region. This will enhance regional supply chain efficiency and provide robust two-way support for Maldivian specialty exports and Chinese goods entering South Asian markets.

IV. Launching a New Energy Electric Motorcycle Replacement Program

In response to global green and low-carbon development initiatives, China has engaged leading electric motorcycle manufacturers such as Xinri and Yadea to propose a systematic plan for replacing fuel-powered motorcycles with electric alternatives. Beyond improving air quality and reducing noise pollution across Maldivian islands, the program is expected to generate new jobs in new-energy operations and maintenance, advancing the Maldives' sustainable tourism agenda.

V. Advancing Digital Upgrades to Financial and Tax Systems

Chinese technical teams have completed preliminary surveys of the Maldives' financial infrastructure and tax-control systems, achieving interim results. These findings will be presented during the investment forum, providing a solid technical foundation for assisting the Maldives in establishing an efficient and transparent digital fiscal management system. Additionally, the two sides exchanged views on marine resource cooperation, including sea cucumber projects, further expanding collaboration in the blue economy.

Director Huang emphasized that CODA's Digital Economy Working Committee will fully leverage its platform advantages in resource integration and industrial matchmaking to organize a high-caliber delegation of 30–40 representative enterprises for the forum and facilitate concrete project signings. The Maldivian Embassy expressed its full support, pledging to promptly coordinate and confirm the forum venue—with preference given to Chinese-invested resort hotels—and to formally extend invitations to facilitate all necessary arrangements for the Chinese delegation's visit to the Maldives.

This courtesy call not only represents a robust execution of the established cooperation mechanism but also marks a significant milestone in the China-Maldives partnership under the Belt and Road Initiative—transitioning from traditional tourism cooperation toward a diversified, upgraded model encompassing advanced manufacturing, the digital economy, green industries, and public services. Both sides unanimously agreed to take the upcoming investment forum as a new starting point to elevate bilateral practical cooperation to historic new heights.
